Blank DVDs aren't rated by time. Find a BitRate calculator and use that to figure what bitrate to encode your DVD at and it will fit just fine. May I suggest FAVC to convert your file and burn the DVD?

Vision 5. I like the menus you can make with it. But its not the menu cuz i disabled it and burned just the file and still wouldnt fit. After that I used windows movie maker to compress the file which it did and this time it fit with similar video quality to the avi but i lost audio.
So my follow up question is if anybody knows how to convert the avi to the windows movie maker file. I choose the option "Save to my Computer" but then theres a big list of different encoding methods i guess that i have to choose. A website told me to use High Quality(small) and thats the one that axed my audio.

You may need a codec, i suggest ffdshow.

Make sure you select DVD-5 setting in Nero, and not DVD-9. If it is to big to fit on a DVD-5 it should tell you.
