adobe premiere video effects?

    how do you get a video effect to remain through the entire length of the video instead of frames

    and what does premiere mean when it has the option "keyframing"? is that where oyu pick out the indivdual frames

    i am tryin to blur, gamma correct, and median all in one clip for the entire duration.
