Suppose it was a .qzy file

    (a) create file extension

    1. choose folder options
    2. click new
    3. type the extension qzy in the box
    4. click OK

now that file extension is at the top of the list of registered file extensions.

    (b) associate with program

Click on the file extension in the list

in the area titled "Details for 'QZY' extension"

"Opens with" will be blank. Click the "Change" button. Select "Choose program from a list". If the program is not on the list that shows up, choose "browse". Browse for program. (.exe file) Select program. Check "Always open with this program". Click "close".

You need to tell me what you are trying to do. Otherwise I cannot help.

You have a program. Tell me its name.

You wish to associate files with that program. What files?

    what is "xis"?

an xls file is a Microsoft Excel spreadsheet. Do you have Excel on your system?

When you have Excel installed then you won't need to do anything else, it will open .xls files when you double click them.
