I have this video file here which is out of sync by 8 seconds.
at first i calculated that manually, however when i used vdub to try and offset this delay It said the video had a non-zero start position of 337 samples(+8088ms)
is there a simple way to get it to reset the start position of audio to 0ms?

If avi, done hundred's this way. Download AviMux_Gui (binary 1,17.8:): http://www.alexander-noe.com/video/amg/#download Open your avi in it, highlight and select generate data. In the lower window, highlight audio and your delay in ms will appear to the right. If other than 0 appear's, select start and use the new avi. Only work's on constant sync issue's but is fast, 30 sec here. Check all your avi first if encoding because most delay's won't show before.
