avi to vcd....how do u make the mpg file smaller?

    It's not software. You have to lower bitrates.

    The VCD standard for audio is 224 kbps, you can probably go as low as 128 kbps (CD quality).

    For video, the VCD standard is 1150 kbps. You can go lower but video quality will suffer a lot. (I think 1150 kbps is pretty low to begin with.) However, if you lower the video bitrate, you can * somewhat * compensate by changing some other parameters. I'd suggest looking checking out www.dvdrhelp.com for some guides.
