Your first problem is running the official BitTorrent client. They are in bed with a few organizations that have a vested interest in seeing P2P be unsuccessful ( http://www.bittorrent.com/company/partners/ ) and the software is closed source, ie you don't know what information it phones home with. A dangerous combination if you ask me.

So many things that could go wrong, but try something different like Deluge or Azureus/Vuze. You might find that Vuze just works. Depending on your connection, you may need to fiddle around with upload speed limits and connection numbers to tune your connection. If you want to test your speed, start downloading an Ubuntu distro. If that doesn't max out your download speed then you have issues, otherwise the torrent itself could just be poorly seeded.
