Bitrate really to high?

    I have a few clips recorded from tv card that were recorded at 2mb/sec and are about 20 min long.

    I have since used CCE to reencode these videos before plugging them into tmpge authoring program (tmpge seems to always give me errors when encoding dunno)...anyway it keeps telling me the bitrate is to high.

    I lowered the CCE settings of the video from min 2000 to max 5000 and average of 1500 (i started at 5000 Kb/sec and lowered 500 at a time) and even at 1500 for a 20 min clip using 224 audio still tells me bit rate is to high. It tells me a bitrate of 10120...when it was 5000 Kb/sec it told me 10150. Is bitrate really to high or is it a bug with tmpge you think?

    I used bitrate viewer and it told me 9800000 so...im confused :/
