I continually get this when i plug my ext hard drive into any usb port on my pc and switch it on.All other items that connect via usb work with the exception of my webcam which says it could work faster if connected to a usb2 socket, even though all my usb sockets are usb2.

How many things do you have plugged into USB ports. Try unplugging one, that you don't need to be used, and then try it.

Also, try that external, on another computer, to see if it cause a BSOD on it.
