So I've been looking at software games on ebay and some are from the UK. In one of the descriptions in says PAL format, which I find odd for a PC game, but my question is if all my system requirements meet what is needed, will the fact that it was made for the UK make it not work on my PC?

I think a PC game is a PC game. Meet the game's system requirements and you should be OK. I know that PAL format DVDs will play on a PC and you can see them via the monitor. The computer monitor is "different" than your TV set. An American TV is NTSC. UK sets are PAL. So, your computer monitor just displays what you give it. Even if you have a DVD player that plays a PAL disc you won't see it on an American TV unless it is one of those multi format sets. I think you should be OK.

How this makes sense and that it helps.
