i first encoded a video with tmpgenc and set the advance mpeg setting in full screen ( keep aspect ratio). i also set it as film ntsc..burned it with nero as vcd. when i play it on my dvd player , it plays but the video doesnt fill the entire tv screen, there is about one inch on the top and bottom that is black.. is that what the film option suppose to look like? whats the setting to change, to get the whole tv screen filled with the video, or will that setting cause a lesser quality?

Well if its set to keep asp[ect ratio, that is probably perfectly right yes, if you want to change it to full screen, encode again but change video arrange method to full screen!
