Burning mp3/wma to CD-R

I have been trying for the past two days to burn mp3 and wma to a CD-R in seperate folders. I've got several discs that have 100-200 songs on one disc, no problem, but I want to organize songs into seperate folders within the disc. I know it can be done because I've got two cd's from someone else that is arranged like this and mu Pioneer describes how it can read the breakdown of folders and song titles on the disc.
I have used Media Player 10, RecordNow (by Sonic), RealPlayer, MusicMatch and Nero 6. The best outcome I've had is two of the three folders playable and only 4-6 songs of the 20 in each of those folders. Also, the folders that do play aren't "1" and "2", they're like folder 2 and folder 8 and within those folders the tracks that play are random numbers. Of the three cd's that even play the structure is random and messed up.
I was hoping someone could help before I run out of blank cd's!
