I need to pull the audio off a DVD so that I can manipulate the file. I would like it to be a MP3 or w WAV. After I have the file in that format I will be able to remove the voice only from it! Any Ideas?

You you can rip only the audio off of the DVD useing Smartripper"s "Stream processing" Settings...

You Put the DVD in your Drive and then Run Smartripper and then it will Detect the DVD and then the smartripper window will come up...
You click the "Stream processing" tab and there will be a List of all of the streams in the Movie and you simply Un-Select everything accept for the First english audio Track and then Select the "Demux to extra File" option and then you Rip the DVD and it will Rip it as Just the Audio stream you selected accept it will be in Dolby AC3 format....

You can use a Simple Tool called "PX3" Found on this Page that will convert the Dolby AC3 File into a WAV audio file for you:

As For Removeing a Single Voice from an audio file that is Very Difficult unless the audio File is a Multi-Channel audio File and the Voice you want to remove is Found on Just one of the Channels which might be Possible with a Dolby 5.1 audio file but you have to Keep it Multi channel when converting it to Wav and have audio editing software that can edit Multi Channel audio files on a Chanell By channel basis....

    Good Luck
