"cannot load P3Package" error in variuos encoding progs

Okay, I have just resolved some serious issues with my cd burner, though I'm not exactly sure how or why these problems were resolved....
Now I have a new problem, I have used TMPGEnc, and Panasonic Mpeg Encoder toencode avi to mpeg previously. But now, when I tyr to use either prog to encode I get the error "P3Package cannot load."
Can Anyone help me here? All help would be greatly appreciated.....

Okay, I know I posted before searching the message board.....sorry, I didnt think the ansewr would be here.
Anyway the problem was the same with both programs.
I had created shortcuts to my desktop and the whole exe file was moved, therefore not in the same folder with the .dll file.....just like someone said.
