ive got an album on my pc that i want to burn to cd. but nero is telling me that the cdr is not big enough. the finished file is 99 minutes long and the cdr is 80 (700m/m and 52*). is there an audio shrink or something else i could use

You can edit it down with Audacity, a free audio editor, or Nero Wave Editor (included in the full version of Nero.)

And if it's all 1 file, you can split it up into individual tracks w/ those audio editors.

you can also get larger CDRs. allmediaoutlet.com sells 90 minute and 99 minute CDRs, just make sure they are compatible with your burner first. The 90 minutes ones will play in pretty much any audio CD player, but the 99 minutes ones can sometimes be a problem, since the data track is much narrower.
