For CD-RW discs, record pictures to them just as you would to a CD-R and finalize the discs. Formatting the CD-RWs and adding packet-writing software will cause problems if the discs go into any drive other than the original drive.

Once written, a CD-RW can be viewed on other PC drives or on DVD players that can read JPG files and show them on TV sets. Not all DVD players can do that, but many can.

What recording software to you have on your computer? If you have recorded CD-Rs, then record the CD-RWs the same way and finalize them. That allows them to work on other computers without problems. If you want to change anything or add pictures, transfer all the files to your hard drive, completely erase the CD-RW, and then rerecord all the old files and the new files onto the CD-RW again. That avoids all the problems formatting can give.
