Connection difficulty!

I've been having trouble connecting to the hub list. I used to download in active and passive mode but now I can even see the list of hubs. Everytime I try to connect it says connection timeout. I know people were saying stuff about firewalls but I don't know where to find that on my cpu. I have norton antivirus but that's about it. Some please help my clueless self.
