i'm going to answer my own question, rather stupid if i must say, but at least i'll be helping others in the same predicament. Here is the process that i used:
    1) rename the extension of the mpq file to .avi
    2) Use EO Video Converter to convert the AVI to an mpg using the VCD(MPEG-1) profile; or you could try one of the other profiles-i've just found that this is sufficient for my needs:).
    3) Click convert, wait while it converts, enjoy.

    Much easier method!
    1. Find the MPQDAT file (google)
    2. Get the MPQ Extractor (google)
    3. Open up the MPQs, extract the BIK/SMK files
    4. Get the Bink and Smacker Player (free)
    5. Convert to AVI
    6. Encode as needed!

Just read your post again.... "usable format"... BIK/SMK is usable._X_X_X_X_X_[small]ASUS A7V8X-X, AMD2500+
