I am having problems with corrupt IE6 files and I have found on several forums the reccomendation to run "sfc /scannow". When I try to run it I receive the error "The application failed to initialize properly (0xc000007b). Click on OK to terminate the application". The problem is that when I try to search for a solution for this error the term "sfc" always comes up as a solution for other application errors.

So my question is if there is some way to restore this file from my Windows XP DVD or (preferably) if I can download this file anywhere. If anyone has seen this problem and knows how to fix it, your help would be appreciated, thanks.

That stop code has been caused by a worm, but I don't think that's your case. You'll have more luck posting this in the Windows - General forum. I have requested it be moved there.
