    My friend showed me canyourunit.com yesterday, and when I go to see my comp specs, it says "You Have: 2.82 GHz Performance Rated at 4.00 GHz"

    anyone know what the Performance Rate thing is?

    Pentium 4s of old ran pretty slowly for their high clock speeds. A 3Ghz Pentium D is half as fast as a 3Ghz Core 2 Duo. The performance rating is what your CPU would be like if it was a Pentium - i.e. in your case a 4Ghz Pentium would be of similar performance to your CPU. This is primarily for games that have minimum CPU speed requirements - if it asks for a minimum of 3Ghz, a 3Ghz Celeron would pass, but a 2.4Ghz Core 2 Duo for example is a faster processor, so it is rated higher.
