Creating VCD's from DivX but getting cut off at bottom

I am trying to create VCDs from DivX sources that have subtitles on the bottom and they dont get played properly on TV. The subtitles are cut off sometimes and they just dont seem to be positioned properly on the screen, like the TV cut off the edges of the VCD or something. I play the VCD on the computer and it works fine but on TV is a different story.

 

BTW, I use TMPeG to encode and burn on standard VCDs from DivX sources.
