Definatly possible. Just convert the gif to SP MPEG-4 or BP AVC, the mp3 to LC aac, then mux to mp4 and you are done (also need to keep the iPod's resolution constraints, whatever they are). Only thing really to be careful of is the resolution, since as RGB gifs's can be odd resolutions. For a free converter for the gif, you could try mencoder. For the mp3, iTunes, Nero, etc. although strickly speaking an mp4 can use mp3 audio. Just don't picture it working on an iPod, despite the fact that it can obviously handle decoding mp3.
