I have a Windows machine, and I'm looking to author my own DVDs using other VOB files. Everything that I've foind for WIndows seems to only use AVI, MPG, etc. to create a file to burn onto a DVD. I'd also like a program that can so simple transition effects and maybe a start menu feature.

Can someone out there suggest such a program? Thanks!

I know that NeroVision Express (NVE) does accept VOB files (I did it once). Actually NVE allows to work on a VOB file as it was an AVI or MPG file.

NVE is a video editing / MPEG encoding / DVD authoring tool. It's shipped with Nero 6. Be aware it's not the best tool around when it comes to MPEG encoding.

You can also demux your VOB files so that you get separate audio and video MPEG files. Maybe VobEdit can help you to do so.
