Nope. You can burn movies on vcd with just a cd writer but the quality won't be very good. Check out easy vcd in the software section of this site. Good luck!
It is much better to purchase a dvd writer.These are now almost as cheap as the cdr writers which i wish they were when i set off.DVD writers will burn all where cdr writer will just burn cd's.You can rip dvd films poviding you have at least a dvd rom. John179
