What is a good and easy program to use in order to take out uneccessary scenes out of my captured home video which is on my harddrive? Thanks

If your video is in DV-AVI format, I would suggest using Scenalyzer.

The benefit of Scenalyzer is that it calculates all the scene changes and you can save the segments you want and delete the ones you don't.
This method keeps it in DV format without re-compressing.

You could also use VirtualDub for editing.

The benefit of VirtualDub is that it's free, very easy, and you can find lots of support for it. There are very powerful plugins available for it (also free). A great example is "Deshaker". If your editing home videos, Deshaker is worth looking at.
