If you google about torrents and how to use them...then start searching torrent sites, you will fine alot of rom packs. As far as the emulators themselves...they will be found with an quick google search. Most of the time when you download anything (like an emulator for example) it will have a read me file....the instrauctions are all in there usually. If it's an NFO file,(looks like a little PC icon) just right click it and select to open it with notepad/wrodpad and you should be fine.

HINT: www.euarsia.nu/ has a good download section....it's also a nice forum sometimes as well. Lots of good info.

You can get emulators for XBOX at xbins

ROMS do a Google search for sites or get em off bittorrent

Create folder for emulator in E:\Emulators or F:\Emulators folder There will be a ROMS folder within that specific emulator folder. FTP ROMS to that folder.

    that will help

and as mentioned above, torrent sites are great for these.
Look for discs called BAED (Big A$$ Emulator Disc)
They have tons of roms and emulators on them from all different systems, if i remember 1 & 3A (BAED1 & BAED3A) were the best
I think BAED2 was all games for handheld systems like GBA
