you probably have corrupt system files from the abnormal shutdown. A simple chkdsk c: /f can fix this problem. I've encounter this problem before and a chkdsk has always fix the problem.

But if you reformatted the drive, that might have cause all your data to be gone. The chkdsk will fix the bootsector but it might not bootup.

you can use your windows xp installation cd to get to the dos screen and type in the chkdsk c: /f command.

The best tool would be a bartpe bootcd. You can make one (all you need is a windows xp installation cd). It boot's up your computer and you can use the command line to type in chkdsk c: /f .

When windows xp is booting up and hangs, that's a good sign that you have some sort of system file corruption. When windows stops it means it can't find the next startup files because they are missing or corrupt.

Worst case scenario, you can remove the drive and slave it into a known good computer and when you boot it up you can run a scandisk (with the boxes to fix errors checked) a scandisk is similar to a chkdsk except it is run from within windows.

A more powerful tool is the free "testdisk" it can also fix hard drive corruption (and recover data) but that would be something to try if a chkdsk won't fix it. Everytime I encounter this problem a chkdsk was always able to get my computer to boot up again.
