Captured MPEG-2 TS, then a 2 pass encode at a lower res probably with some filtering to help compression.

    Is there a tut somewhere?
They could get really good quailty, at 350mb which would give 45 mins of video and sound (stero)

Probably a DVB capture guide at doom9. Maybe here to? Then it is pretty much a standard 2 pass XviD encode.

Yup. It probably is just a reglar 2-pass. Note that for the premium channels they either use a hacked DVB card or firewire in from the box.
