The phone has been reported lost or stolen and is blacklisted. In other words, the 15 digit IMEI the phone has under the battery is how that phone is identified. The IMEI has been banned from Orange and most likely all others. Sometimes it takes time for the blacklisted IMEI to go through all the data bases. If you see anything wrong about what I have said above, feel fre to let me know differently. I'm pretty sure this is what has happened or the phone has simply been dropped too many times and internal parts are not in working order.

Not if it's blacklisted. The IMEI would be wiped out and it will never work again. This only applies if it is definately blacklisted.
