Help with TMPGenc

    I am trying to reauthor a VCD to make a vcd with clips form the original using TMPGenc.
    I have got to the stage of saving multiple clips from the original .DAT file and then when I go to the batch encoding stage, I get an error message saying P3package.dll did not load.
    Is this an error due to wrong methodology or is it a compatibility issue with Vista.
    Any help will be hugely appreciated.
