Well what do you want to Know???
And you say to put on CD, Do you want to Be able to watch them on your DVD Player?? If so you will have to make VCD or SVCD....
You are going to need a capture Device which Can run you anywere from $30 all the way up to $5,000+, You Probably want to Go cheap which also means Fairly low Quality so you can probably get your Basic TV Card for about $30-$75 ,You are also going to need to have a fairly Fast PC, Like at least 2.0ghz would be Ideal, You are also going to need a Lot Of Drive space , I have an extra about 250gb for Video files but you shouldn"t need that Much, Maybe an extra 60gb if you want to store a few hours of video...
You will also need some editing software if you want to do any editing and of course capture software to capture the Video to your Hard drive..You will also need a Mpeg encoder to convert your Captured files to the correct format for makeing VCD"s or SVCD"s and you will need Burning software that supports Burning VCD"s or SVCD"s....I really can not give you specifics on what you should do without Knowing what type of Investment you are going to make and what type of capture device you are going to get and what Type of System you have...well good luck

    Thanks for your answer!

    I have a:
    AMD Athlon XP3000+
    120 GB
Club 3D Radeon 9800Pro (who I have heard is not so good!) Can I use this as a capture device?

It would have been good to been able to watch the result in a DVD player.

Can you recomand some good (not expensive) editing software, capture software, mpeg encoder and a burning software?
And please some short description how it works.
    Thanks...

Hi, If your Radeon 9800 has a Video Input then Yes you can use it to Capture Video From your Hi8 Camcorder...You would be better off Spending the $99 and get your self a DVD Burner and then you will be able to Put more Video on a Disk Cuz the VCD Format is not very high Quality and it will only hold about an hour and Ten minutes on each CD-R, and SVCD is Better Quality But you will only get about 40 minutes of Video on a CD-R..And there are Certain Playback Problems that come with VCD"s and SVCD"s , They have a tendancy to have Choppy or stuttering Playback on your DVD Player which is very anoying especially after you have spent a Bunch of Time createing the VCD or SVCD and have it not Play Back properly on your DVD Player....
Well if you want to Go the Simplest route you can capture directly to Mpeg format useing software Like "Intervideo WinDVR 3.0" or with the Multi-Media Centre software that Comes with ATI Radeon VIVO and All In Wonder capture Devices, and then you could just Burn the captured Mpeg file to CD-R as a VCD or SVCD useing a Burning Program Like Nero, If you were to make a DVD you Do basicly the same thing accept you would need a DVD authoring program Like "Tmpgenc DVD author" or "DVD-Lab" to Create a DVD from the Captured Mpeg files....
The other Route would be to Capture to a Low Compression AVI format and then useing a Mpeg encoder to encode the Captured AVI files to Mpeg for VCD/SVCD/DVD...This would Produce better Quality but is a Lot more complicated to do and there are more things that can go wrong...You can use the Same ATI Software to capture to an AVI format and then use an encoder Like Tmpgenc to encode the Captured Files to Mpeg and then Burn the Files to CD-R or author them to DVD...
I just realized I"m late for an appointment and I gotta Go but if you have an specific Questions then Let me Know and I"ll try to answer them the best I can....Cheers

what you could do is get a bitrate calculator from DVDRHelp.com and then what you do is use it to figure out what bitrates to use- then you setup your capture card and have its recording video resolution at Mpeg 2 - 480x480 Audio- 224k for an SVCD- SVCD is about the same as a video tape so there wont be any quality loss. Use a program like nero to make the svcd and it should play in any modern player.
