How do I determine if my cell phone is locked?

    This is probably a dumb newbie question but before I ask how to unlock my phone I was wondering if there's some way to determine if my phone is locked? It's a pay-as-you-go Nokia 1600B which I purchased in Mexico for use with the Telcel Amiga service. I'd now like to use it on T-mobile To Go in the US.

    It's locked and it is locked with an MVNO type network and the phone also has a time tank. It will need to be unlocked directly and flashed to have that cleared.
