How do I know if my PC has...

    ...a built in capture card?
    It's an Acer Aspire E380 with media center. it records tv from media center so does this mean it has a capture card?

    It depends on what you mean by 'capture'

    traditionally a capture card would be a device that can receive an incoming video signal in composite or s-video and display it on screen or save it to disk. you could plug your DVD player, satelite box or camcorder to it.

    then they started adding tuners to them so you could 'watch tv on your PC'.

    These days a lot of 'media' pc's will just have a 'tuner' card.

    Basically if you have choice of 'composite input' option in the TV setup in the media center then you probably have a full capture card.

    You could RTFM. I'm pretty sure the documentation that came with the machine or the online manual will answer your question.
