DvD U-lead Factory does that very well you can get a trial version just search for U-lead DvD Movie Factory in gogle That will help you
Well I believe the best way is to use TMPEGEnc to convert your AVI to a DVD format mpg file and then to use TMPEGEnc DVD Author to create the DVD and burn it as well.
