how do i make a website

    What do you mean "and not on a host site" you want to know how to host it yourself?
    Some more details would be handy...

    Most ISP's allow you to create your own website and they host it free, as long as you limit the total bandwidth.

    You can host a website by other companies for as little as $99 a year and using software programs such as Microsoft FrontPage, create top notch sites fairly easily.

    To add to ScubaBud guidance --only

    ISP will linit the total amount of space you will get --ordinarily it is not to exceed 5 MB -- the bandwidth you use will be added to your own allocation they have given you when you got the connection with them.

    A 5 Mb space is roughly 2 pages with one piece of background music.! That is a tiny website to say the least.

    Why not investigate those FREE webhost like geocities who will give you loads of space but will put a small 6 lines banner to advertise at the bottom of your entrance page.

    As to FREEWARE to make your site here is a good one : - http://www.arachnoid.com/arachnophilia/

    Better yet at Geocities they will supply you with a WYSIWYG piece of software to make your pages.
