Im currently using Nero 6.6.1.4 and I about to make a VCD and I was wondering if there was a way that I could put some music in the background of the menu screen.

Ive googled around the net and Ive seen people say that they do it, but I cant figure how its done.

    Can anybody help me out?

In the select menu screen of Vision click on edit menu then background.
At the bottom under audio file is where you can add audio to the menu.
Click on the browse for audio button (blue) to find and add the audio.

If there's copy protection/drm on the audio file though Vision will fail transcoding. If your not sure if there is or not - hover over the file and windows will list the properties. If it say protected:no you're good to go :)
