Gonna need more information to be able to help out. Give a few details on this.

    What burner do you have?
What version of Nero are you using?
What media are you burning it on?
    Does Nero detects your burner?

You have an old version of Nero 7. The latest is 7.8.5.0. Check Nero CD/DVD Speed or InfoTool to find the manufacturer of the 4X CD-RW. It may be Infomedia. Their 4X discs are not as well supported as their faster CD-RW media, but CD-RW are complicated by many other factors as well.

If the disc has been recorded already or formatted, it will need to be erased. If you have Ahead/Nero InCD installed, that software will erase and format the disc; but it is essential that you have no other packet-writing/formatting software on your computer or there will be conflicts on your system. (This is a chronic problem with packet-writing software and the reason that the "typical" installation of Nero excludes InCD. The customer has to select "custom" in order to add InCD.) There may be a format already recorded onto the CD-RW if it was inserted into another computer with different packet-writing software. In order to erase the disc, open Nero Burning-ROM, select RECORDER among the choices above, and click on ERASE/REWRITABLE DISC. Erase the disc completely. Then check to see if the disc will work afterwards. (Record in the single session/disc-at-once mode and finalize the disc afterwards. Multisession is often the default selection for CD-RWs and it can cause problems.)

My guess is that the problem is lack of support for the Infomedia ATIP code, and you may have to use the high-speed versions instead.
