ConvertXtoDvd will only convert the file again which will result in a quality loss and ImgBurn only takes VIDEO_TS to build an Iso. You need an authoring and burning program that will accept MPEG, I use Ulead MovieFactory to author and burn and I believe TMPGEnc DVD author, DVD Lab etc will (not sure if they burn) and I am sure there are free programs but I'm not aware of them.

Freeware, 'DVD Styler', can take an MPEG-2 file and create a standard DVD folder - the main function of the program is to create menus for DVD files - it demuxes and remuxes the source without recoding.

You can also use freeware like 'Rejig' to demux the the audio and video and then use 'DVDAuthorGUI' to to remux and create a DVD folder.
