How to set the minimum video bitrate in DVD2SVCD?

    The topic pretty well says it all, anyone out there know where or how to set the minimum bitrate for Video in DVD2SVCD??

    Im not sure im understanding you right but you set the bitrates in the Bitrate Tab.
