I have seen seperate files with an extention not recognized by windows, thet when opened in notepad was just a list of times (start and stop) and text of the subtitle.

note: I found the file when I was converting files (using winavi) so it probably is the subtitles for avi files. I didn't want the subtitles in my conversion so I just moved the file(dot sub extention I believe) to a different folder and voila, no subtitles. I'm not sure how to make them but it is likely that that is what you are looking for.
    -----------
FOR SURE: the extention is SUB

    AND I FOUND A BONUS:

I double clicked the sub file and was suprised. it didn't open in Notepad++ (my default editor for text files... good stuff under GPU license)

INSTEAD it opened a program called: "subresync" it must be opensource 'cause I wouldn't have bought and forgot about it. (at least now that I refound it I would have remembered if I paid for it)

UGGH, it looks like it just changes the timing of the subtitles. I cannot find a way to change the text nor can I find an "ABOUT BOX" to tell me more about the author (and source) of the program

Hope that helps you redirect your search. Googling on this info should narrow the field greatly
