I-Tunes Help!!

    Everytime that i go to open Itunes a message pops up sasying. "The Itunes library .itl fileis locked,on a locked disk, or you do not have write permission for this file". i have no idea why its not working i unistalled it and the reinstalled and it still pops up. any ideas on how to fix it?
