ideal mpeg1 bitrate

    I have some windows media video files in 756kbps. I do re-encode them to mpeg files thru Tmpgenc. But, I dont know what bitrate setting I should keep for the sound and video files so that the quality is best but still
    the files are not undue large. My question is like this :

    756 kbps wmv = xxxx kbps mpeg1 or mpeg2
    What should be the value of xxxx here ?

    MPEG-1 is 1500 kbps CBR [Constant Bit Rate] and cannot be changed. Well, you could change it whan you make a KVCD (a VBR VCD), but isn't so relevant to know that they exist (we're speaking of low-quality stuff)...
    For MPEG-2 you can go up to 2500 kbps VBR [Variable Bit Rate] for SVCD or 7000 kbps VBR (or even more) for a DVD, but since you start with a 756 kbps WMV I don't expect great gains in quality by moving from DVD to SVCD or even to VCD (garbage in = garbage out).

    A suggestion: since you starn from a so low quality video, stick to VCD. They have the minimum encoding time (we're dealing with 1-pass encoding, not with multipass encoding) and, if you want to have a full movie in a disc, you can simply author a DVD containing that VCD movie (plus many others) with DVD Lab [read http://www.afterdawn.com/guides/archive/dvdlab_review.cfm for a brief description and http://www.afterdawn.com/guides/archive/svcd_to_dvdr_from_img.cfm to learn of to put multiple SVCD movies into a DVD or you can read this guide: http://www.videohelp.com/forum/viewtopic.php?t=251691].

    I use non standard mpeg at whatever bitrate I want to. Secondly, if I copy just the mpeg file to a cd or dvd like a data file, even then my dvd player plays it fine. If I use a cd/dvd author prog. it takes more space. Well this is a diff issue.

    You are right in suggesting I stick to VCD quality mpeg. But, I use a higher bit rate for video and keep audio bit to low 64kbps only. This works fine for me.

    But, still I come back to that elusive answer since I can keep the mpeg at any bitrate. This is like this :

    1000 kbps wmv = xxxx mpeg = same quality
    and 1000 divx - xxxx mpeg = same quality

    Of course, the answer would be tentatively. Both divx and wmv compression is much better than mpeg.

    2nd part of my query is :
    the picture on TV is flickering though the clarity is good.
    I tried ntsc, film and pal mpeg output. All are flickering.
    Any help on it pls
