if i downloaded a torrent that was ripped from a blu ray

    can i still burn it to a normal dvd-r since its just a div-x file now?

    If the file fits on the disk - yes.
    Note that standalone DVD players that are DivX certified, usually have a maximum resolution for DivX files - 720X576 is typical.
