Installing games on my Motorola V3?

I read the sticky on the top of the page and did everything but when i got to the part where i go on my phone to hava settings i dont see no Applet loader i think thats why is not working i did everything else but when i open midway and try to send a game to my phone this is what it says

Connecting the phone.........[TIMER EXPIRED]
