Is horizontal refresh rate going to affect amount of fps shown?

    Hi, I would like to know if my vertical refresh rate would affect the amount of fps I see. If lets say I was had 100 fps would my monitor that has 75 refresh rate only show 75 even though my graphics card is getting 100? I'm thinking of getting a new lc dmonitor for the new computer I built. I either want to get the viewsonic vx924 or the Samsunf Syncmaster 910t. These both have 75 vertical refresh arte so will these affect the amount of FPS I see to only 75? Also which of tehse would be better? Also I hear if your fps you recieve is greater than your monitor refresh rate you recieve ghosting. Well with my monitor I have now I have 75 refresh rate and get over 100 fps on games but yet I do not think get any ghosting. Thanks.
