Is their a way to shrink a .gif image??

Im trying to learn about these anamated .gif pictures that people can use for avatars on forums and such. i found some cool ones but they are allittle to big for the forums, is their a program i can used to resize the image to make it smaller or take up less space and still work??

 

You could resize it with Photo Shop. OR even try with ULEAD Animator GIF 5

 

are their any other programs that dont cost money that might work?? freeware??
