Like if you're transcoding some video to a newer codec for better file size etc.. but you're not sure what bitrate you need to achieve the same quality as the original encoded file, is there a program to determine this for you? Also, a bit off topic but I was also wondering, couldn't one just encode a file with a really high bitrate and low resolution and get the same quality as a file with low bitrate and high resolution?
I use MediaInfo to determine the bitrate, aspect ratio and various other things. ttp://mediainfo.sourceforge.net/en
