In other words is there a way to stop your provider from knowing how much you download so you always get ful speed not 64.8/28.8kbps?
I know a guy that says all you have to do is connect your service providers email inbox to outook and never check it is this true and is there any other ways or a way at all???

Not that I know of. You isp can do alot more monitoring then you really know. As for the connecting OE to you isp email server the is not really going to do anything. As for them throttling you you may want to contact them and find out if you need up to upgrade.

I know my isp does not look at or care how much I download. So the only throttling issue I have is with Netflix...
