Whenever i checkout DVD movies from my local Library, my DVD/RW Drive cannot read their discs. The thing different about their discs compared to normal ones, are the labels on it. It has the small plastic cover with 2 bar strips. Is there a DVD/RW drive that can read these?

Those two bar strips are anti-copy measures. It detects if you're using just a DVD-ROM or a standalone player, that can only play the discs, or a burner, to attempt to copy them. They already have your info now and everything collected, probably all ripping history; expect news from the Easter Bunny soon.

The reason it won't work is because those strips make the disk inballanced...when a slow (standalone) reader reads it, this is not an issue...only when you try to read with a faster PC drive. You could try ripping at a low speed, but it still might not work.
