KVCD is, more or less, equal VCD or SVCD (it is MPEG-1 if it's low-res and KVCD is its proper name, it is MPEG-2 if it hi-res and its proper name is KSVCD, but all them are called imprecisely: 'KVCD'). The unic difference id that VCD are MPEG-1 CBR (1500 kbps), KVCD are MPEG-1 VBR (300-1800 kbps but CQ, = Constant Quality, not with a fixed average bitrate).

    This means:

    1) KVCD to DVD is equivalent to (S)VCD to DVD (author a DVD with DVD Lab, the only DVD-authoring application I know, which accepts (S)VCD movies too, instead of DVD movies only)

    2) KVCD to AVI is equivalent to (S)VCD to AVI (you'll need VirtualDub or, better, some of its variants like VirtualDub-MPEG2, which also accepts MPEG-2 files). For the rest, read the proper guide in http://www.afterdawn.com/guides/

If you PM me your e-mail I'll send you among the best tools to estimate CQ (CQCalc + CQMatic, 42 Kb only, and which to be used together TMPGenc).
Alas, you'll need to search the net to learn how to use them (I'm not encoding KVCD from years, and I don't want to study again teach that stuff to teach it to anyone)...
