You normally dump this tool into the application that needs it to encode MP3's -- for example if you want to rip CD's -- you get Audiograbber and you put the lame encoder.dll in the audiograbber program file -- and you select it when you use AudioGrabber. Perhaps they meant LAME ACM? If so just right click the inf and select install. I would recommend updating to 3.7b2 though and I would recommend encoding via cli rather than ACM.
